Knowledge is distributed.
Sovereignty persists.

StrataDOME coordinates epistemic exchange among autonomous domains that may differ in authority, ontology, incentives, jurisdiction, and technical substrate.

It does not assume a single institution, command hierarchy, or shared database. Bounded claims, observations, hypotheses, and uncertainties can become mutually legible without requiring participating domains to become one system.

02 / Sovereignty

Participation does not
collapse sovereignty.

Each domain retains control over what it exposes, how it interprets external claims, and what actions it takes. Contribution is not surrender of source data, governance, or decision rights.

Cross-sovereign participation may connect institutions, jurisdictions, infrastructures, organizations, or other autonomous systems without presuming that any layer acquires authority over the rest.

BOUNDARY

Aggregation may increase shared cognition; it does not create jurisdiction.

03 / Epistemic state

Shared cognition is not
uniform cognition.

StrataDOME is designed to preserve provenance, uncertainty, disagreement, and contextual scope as part of shared epistemic state rather than flatten them into a single authoritative answer.

A domain may accept, reject, qualify, or withhold contributions. Missing evidence remains missing; consensus does not erase provenance; and a shared hypothesis does not become authority by propagation.

CONSTRAINT

The protocol must preserve the difference between shared epistemic state and the sovereign systems participating in it.
